In the late 1990’s, allegations of poor working conditions and “sweatshop conditions” in owned and supplier factories were leveled against apparel and footwear brands. 
   
In response to these allegations, some of which proved to be true, the American Apparel Manufacturer’s Association (now the American Apparel & Footwear Association) formed a multi-stakeholder taskforce to take responsibility for the issue with its member companies. The result of three years of work, hundreds of thousands of miles of travel and hundreds of consultations was the formation of WRAP, the Worldwide Responsible Apparel Production Program.

 

WRAP was launched in January 2000 as an independent, 501(c)(6), nonprofit education and training organization set to demonstrate the apparel industry’s commitment to responsible business practices, and to ensure that apparel is produced under lawful, humane and ethical conditions. The program has continued to reach out to many interested constituencies outside the apparel manufacturing community, including retailers, human rights advocates, public interest organizations, development agencies, and the licensing community.

 

The WRAP Production Principles are based on the “rule of law” within each country and include the spirit or language of relevant International Labor Organization conventions. The first nine principles cover child labor, health and safety, harassment and abuse, discrimination, hours of work, compensation and benefits and forced labor. A principle on Environment was added to demonstrate the industry’s commitment to environmentally responsible business practices. Customs Compliance and Security were added to ensure the shipment of goods complied with applicable customs laws, and to ensure that no non-manifested cargo (drugs, bombs, etc.) was transported along with finished product.

 

On August 30, 2007, the Board of Directors for Worldwide Responsible Apparel Production announced a change in the name of the organization to Worldwide Responsible Accredited Production. The name change reflects the organization’s increasing involvement with diverse industries as they seek to certify ethical working conditions in labor-intensive manufacturing facilities around the world.
 
Today, WRAP is the world’s largest social compliance factory certification program for the apparel sector. WRAP has an 11-member Board of Directors, is headquartered in Arlington, Virginia. During 2006, WRAP grew by 30% and registered over 1,300 factories in 62 countries. Twenty-two trade and industry associations including the American Apparel & Footwear Association and International Apparel Federation participate by supporting the WRAP Principles and encouraging their members to become certified. WRAP is financially sound and receives no income from dues, memberships or government grants.
